In Chapter 23, Chris attends a meeting of the agency's Science Advisory Board to observe the board in action and make sense of the puzzling thread of news coverage of the Wilmington to Fayetteville drinking water crisis. He is impressed with the demeanor and discussion of the science board members.
During a break in the meeting he meets Sandy Beach of the agency's Division of Water Resources. Sandy explains how she was required to go speak with the legal team conducting the criminal investigation of the drinking water crisis. Clearly, Sandy is very anxious and stressed about the criminal investigation. Chris explains to Sandy that the division of air quality was aware of the problem nearly fourteen years ago.
Chris also meets Jane Jones, an attorney located in Chapel Hill. He explains to her that the agency's division of air quality was aware of the problem many years ago, but may still be engaged in concealment. Jane expresses her view that nothing about the drinking water crisis should still be covered up.
After the meeting, Chris heads back to the office. He begins reflecting on how agency bosses will certainly be asking him at some point in the near future to make a presentation on his knowledge of the history of DuPont Fayetteville Works. He begins to prepare a concise summary of the period from 2000 to 2005.
